Restored rate folded letter from the War of 1812

Very fine example of a stampless folded letter with Geneva, NY postmark, and manuscript 17cts rate for the 150-300 mile distance from Geneva, New York, to Albany, New York. The letter is datelined March 31, 1816, the 1st day of the new Restored rates.

The War of 1812 was a military conflict waged between the United States, the United Kingdom, and it's Canadian and Native American allies.

There were many reasons for the conflict, one of which was the impressment of American sailors into the British Navy, and the fact that the United States was expanding west. James Madison was president during this period, and on June 18th, 1812 war was declared on Great Britain. Expenses were very high during the war, and as a means to increase funding for the war, postal rates were increased. The Act of December 23, 1814, effective February 1st, 1815 increased all postal rates by 50%, including the 6ct port to port ship fee, which was increased to 9cts.

The Act of February 1st, 1816, effective March 31, 1816 restored the rates of 1799, and 1810, and repealed the 50% increase. The rates were changed again on May 1st, 1816, ending the restored rate period.

Offered is a stampless folded letter date lined March 31, 1816, the 1st day of the new Restored rates. The letter has a black Geneva, NY postmark, and a manuscript 17 rate for the 150-300 mile distance from Geneva to Albany. The letter has a nice description of the town of Geneva, NY in 1816.
